I thank the Ministry and Ms. Reina Sfeir for inviting me to chair this session. Not only because it is a timely initiative, but also because it comes at a crucial turning point in our country’s history.
As in biology and technology, evolution does not occur gradually and progressively, as one might be tempted to believe, but rather in waves, sudden and significant events. A few years ago, who was talking about artificial intelligence? Who hoped for such a transformative change for Lebanon?
This new government, this new President, this new ministry, have the difficult task of successfully leading the evolution, the profound change, our country is undergoing.
Our panel will attempt to answer, based on the knowledge and lived experiences of our speakers, some of which are exceptional, this fundamental question: “Can the judge communicate?”

Comme en biologie et en technologie, l’évolution ne se fait pas graduellement et progressivement, comme on serait tenté de le croire, mais sous forme de vagues, d’événement subits et marquants. Ce nouveau gouvernement, ce nouveau Président, ce nouveau ministère, ont la lourde tâche de mener à bien l’évolution, le changement profond, par lesquels passe notre pays.
Notre panel essaiera de répondre, sur base de connaissances et d’expériences vécues de nos intervenants, dont certaines exceptionnelles, à cette question fondamentale : « le juge peut-il communiquer ? »
